Would this design work on a paper card? I have not had any success trying to emb. on paper cards.

Dear mlbell,
normal embroidery designs are too dense to stitch directly on paper- you just could frame an embroidered item with a special stationary item (there are some tutorials available on designer sites).
But maybe you want to take a look here:

I am with you there, here in Britain we celebrate mothers day in March, but I noticed that our american friends were due to celebrate theirs shortly lol xxx
