Not winter scarves, but I store my large square silk scarves on the multi-hangers for skirts, with two little clips at each level. I keep my winter scarves in clear plastic bags, but don't need them for many weeks and like to protect them the rest of the year from moths. Another way to store your winter scarves is on the old-fashioned wooden doweled towel drier (used to go under the kitchen sink or inside a cabinet).
If you have a holder with circles already, I'm with the others...lightly tie them in a slip loop to secure them...or you could take shower cutain holders, slip knot to the shower curtain and put it on a coat hanger with a bottom rung...then just hang in your closet or on a hook...
I would use the system you have now, but tie them around the holes in the circles, like you would tie them around your neck.
I would use clothes pins to clip the scarfs in place. Make a board and glue or fasten the clothes pins to the board and clip scarfs to it. Wooden snappy clothes pins can be painted to look really cute. The plastic snappy clothes pins come in pretty colors. This way they would hang without being bunched in any way. This way it is also easy to choose the one you want to wear. The board could be any shape you like and decorated in your favorite designs. This also works well with winter mittens and socks for the kids. Keeps them handy and allows them to dry. Good luck with your project.

If you like hanging them through the circles and that system otherwise works well for you, then I would suggest adding a large elastic or rubber band that would gently hold the scarves in place so they would not slip out of the holes they are hanging in. You would just would need a system that the bands could stay in place without moving around themselves. You could even make something with your embroidery programs or your husband could use his wood skills and cut a thin Masonite board, sand the various holes and at the top make slots so you could attach the board by hanging it from the bottom rail of a standard closet hanger. Out along the side edges cut notches that would help to hold the elastic bands in place and keep them from slipping around. A scarf would likely only need to be placed under one elastic or rubber band and several scarves could go under a single band, just to keep them from slipping out of the holes. If you have any scarves that wrinkle if bunched up, then you could have your husband also cut some inch wide slots almost the full width of the hanging board to keep those scarves neat but have the remaining scarves just use the circle idea that you have already been using. Hope this is not too confusing. You could also create a system using your embroidery designs and just clip it to a skirt hanger clips and could make it as detailed or as fancy as you desired to make it. If you treasure many scarves you could make a fancy wall hanging that would essentially display them when you were not wearing them and go all out with fancy embroidery work as a way of "framing" your scarf art.
