I did many of these for my daughter's friends.
I hooped sticky stabilizer, then laid 2 or 3 strips of the webbing across than. That way I could do more than one at a time. I just entered the names and lined them each up with the webbing. I probably used a larger gage needle. We melteded the ends of the webbing to keep them from fraying and then melted a hole at the top with a soldering iron for the tie.
Like I said, I did many of them. So when one was finished, I carefully cut around it leaving the stabilizer in the hoop. Then I stuck another piece of sticky stabilizer over the hole to repair it. It worked great.
Good luck!

Hi Eileen - first of all welcome to Cute. I put names on a luggage strap for a friend of mine. It was a thick nylon webbing strap. I hooped fairly thick stabilizer and stuck (with adhesive spray) and pinned strap to the stabilizer. I literately closed my eyes, expecting something dreadful to happen. It sewed out beautifully and the needle went through the strap as if it were a piece of material. Good luck and let us know how it goes. Sarah.

If you're using webbing like I use for dog leads and collars, probably a size 14 or 16 sharp needle and I'd keep your machine speed fairly slow and try it out on a scrap first. You can hoop just the stabiliser and pin or baste the strapping or webbing to that. If it doesn't work so well then you could do the name on a separate piece of fabric and either applique it on, or create a velcro/hook & loop type wrap for the handle, depending how permanent you want it to be. Do please let us know how you get on.
