Yes, it is a children's charity. The edge looks like crochet. Cut strips 1 inch wide and 2 inches deep. Fold up not quite half way and snip a small slach. Then pull the one on the right through the left one and continue around. Tie the last ones together. To get the full directions visit the web site for Project Linus. They have directions as well as pictures.
