The only way to get them legally is to buy them from Brother who has a license from Disney - you can, however, even then not use them for anything you sell. The question of copyright comes up time and again, be very careful with this. Disney does protect its copyright fiercely!!

I asked them by email and they don't have a license from Disney; they think they don't have to as they give them for free, but that does not make it legal. So be careful.

Unfortunately it's illegal to actually sell the Disney designs but you can find a couple around. You can buy them from Brother. You could also try these links.
I'm sorry I may have not said that right. I'm sure those people or companies that pay for the Disney rights can do the characters legally. I think it's hard to tell which companies are doing that on line.
If they are free, they can't be legitimate and if they are legal, they are very expensive. And even the Brother designs - built in or bought - can NOT be used for anything you sell.

If you have a brother machine don't you have them on the machine. Mine came with about 5 pages of Winnie, donald, mickey/minnie, and many more.
