How do you burn certain files from your external hard drive?

An external hard drive, as long as it is hooked up to your pc, is the same as an internal one, but has a different drive letter. To figure out what the drive letter is click on "my computer" and it will show all the drives (cd rom, internal, flash drives, etc.) Just be sure the external drive is turned on or it won't show. Once you know what the drive letter is, you can do anything with it that you do with the internal one. You can delete files, drop and drag, burn to cd, etc.
