The bear is a freebie from Bunnycup they have heaps of free retired sets. The headband I bought.

The waistband is a headband (quiet stretchy) I cut the netting in 6" lengths folded in half and looped in the spaces. This is a baby size headband, an adult size can be used in the same way for older children.
