I took a baby doll Simplicity 4364

cut 1" inch off the bottom of pattern piece
used satin and then from tulle ( what ever you want to use) I cut 4 strips of 8" wide X the length of the material Fold in half so you now have a 4"x the length with the raw edges to satin and gather to the bottom of the skirt straight stitch
then serge it to keep from fraying if needed and if not sew the folded edge to the material
measure the waist (- one inch) for elastic
this is for sizes (newborn - 3 months)
