OK - so this is a sleeve that you are putting onto the toilet paper - that is attached to the ribbon - correct?

No it is the TP with the WSS still attached. I did not try to trim away the WSS because I knew it would look shabby. I did not have any tear away and it was a last minute idea to whip this out. So I guess it looks like a TP label. In a pinch the fabric sheet softener and WSS did the job! *

It looks great, but I would have done the design on the sheets as they lay and then roll them back around the TP roll. Are they laying on top of the TP?

No I did do them on the TP sheets I used WSS on top of the TP because I am out of tear away and the match was close enough that I didn't need to trim it. *
