Can I reduce this design to fit my 5x7 hoop since the dimensions given are larger than a 5x7 .... OR should I just use my 150 x240 hoop ?

This was designed to sew in the 5x7 hoop ... so you should not have to reduce it at all...what dimension is your hoop? The 5x7 hoops I know of use 130mmx180mm...but, if you are talking about a few millimeters, then I don't see a problem if you were to reduce the file...
