Yes, they are. Actually they are stitched on one piece of fabric that is hemmed, then folded in half, then folded in half length wise again. Stitched on three sides. Velcro closure put in before the three sides are sewn.

Velcro. I use the kind that you buy at the Garden supply stores. It is smaller and not as stiff as the sewing store kind.
