Is todays countdown design of mitten a FSL design?

No, it isn't. I had a look in my software and it does not have the layers FSL has.

I've found that if it doesn't specify FSL, it probably isn't. BUT you might be able to stitch it on a real sheer fabric (such as organza) and have it take on the FSL qualities. Just be sure to use the same thread in the bobbin as the top, and just for safety sake, I would use two layers. When it is finished, carefully trim around the edges and ta-da!!
