Hi. This happened to me once. I was using my ATM card as my primary source for paying with Pay Pal. I had gotten a new card from the bank and didn't realize that there is an expiration date on it so when I tried to use my pay pal account it wouldn't let me. Even though the new card still had the same number on it as the old card did. All I had to do was to go back in to my Pay Pal account and update the information and change the expiration date for them on my card. May be you just need to update your information like I did. It was a real pain until I finally figured it out. Hope this helps.

Have you tried ringing them? I have always found them to be very helpful. At least here in Australia.
I don't know if you have a number for them in Africa.
