You can resize up to about 30% greater than the size you currently have. After that point, it is better to start a new one from scratch. Same things goes for making the size smaller; 30%.

Using PE design you can alter the size which alters the stitch count, I do this on the computer before putting the design into the embroidery machine

In my digitizing experience, you really need to digitize for the size you want something to be. I use Janome Digitizer Pro, and I can re-size a 5x7 design for a 4x4 hoop size, and the Digitizer Pro will remove the correct number of stitches, and usually it will come out all right. You can NOT do this on your sewing machine, you have to have software that actually changes the stitch count. Also, it's easier to shrink a design than enlarge it. Even though my program takes care of adding stitches, going from smaller to larger can get shaky, not enough stitches for good coverage, etc. Personally, it depends on how lazy I'm being that day. If it's something I'm just going to use once on a t-shirt for me, and I don't mind if it's not perfect, I'll just bang it out & resize if I want. If it were a design I wanted to sell or give away, I'd definitely digitize the different sizes to be safe. Hope that's some help, Marji

Yes please I would also like to know. I sometimes want to take a design with a lot of stitches and make it smaller to fit in my 4x4 frame and you cannot just resize it otherwise it will be as hard as stone.

When I resize a design with my bernina software I have to change the settings.
less stitches and change the space between the stitches.
On my machine I can change the size and the machine does the rest.
It takes some time but it's much easyer.
