He wants a belly rub.Our cat flops down like this,when husband & dog come back from their walk ,stopping them opening the back gate.The price of entry is several belly rubs.

That is so often how our Sammy sleeps. My MIL thinks it's hilarious. It does make it easy to give him belly rubs. Does Louie like belly rubs?

Isn't it nice to be lazy and comfy and content! I think we all need to take some lessons from our fur babies.
