They remind me of the local lifesavers fund raiser held in November .You buy a yellow duck which are all let loose in the lake ,the first one to make it out to sea ,wins first prize for its buyer.Some miss being rounded up & turn days later.

Ebay! It is sometimes called Funky Foam or just craft foam.
