Here is a picture of the bias around the hem. This is a circle skirt.

Ok, so I see it now.
It looks like you folded the bias in half, sewed the two raw edges of the bias, to the wrong side of raw edge of skirt. Then you turned the folded bias edge up and topstitched on top of right side of skirt.

Always try to avoid bias tape, both straight and specifically circular. What is your technique?

When I place the fabric between the fold,then I move my needle over to the left (about 2.0) along the edge of the bias fold and stitch,( my machine the needle will go sever spaces to the left or right). use some small mark on your foot to help keep your stitches straight.
